Accountability Protocol

PLWAA follows a clear, three step protocol to address digital accessibility barriers in public libraries. Our process is grounded in verified evidence, federal legal standards, and a documented good faith opportunity for the institution to respond and act.
1. Expert Functional Testing and Legal Audit
Each action begins with confirmed, measurable noncompliance. Our team conducts detailed, manual functional testing to identify real world accessibility barriers experienced by individuals with visual, motor, cognitive, and neurological disabilities.

  • Manual Functional Testing: We go beyond automated scans to validate barriers encountered through screen reader use and keyboard only navigation.
  • Legal Standard Verification: Each failure is evaluated against WCAG 2.1 Level AA and the requirements of ADA Title II.
  • Evidence Documentation: Findings are documented and preserved for use in formal reporting if communication and remediation efforts fail.

2. Notification of Confirmed Noncompliance
Once violations are verified, PLWAA issues a formal written notice to the library’s leadership and governing body.

  • Inform the institution that accessibility barriers have been confirmed
  • Reference its obligations under ADA Title II
  • Provide an opportunity to acknowledge the issue and begin remediation

PLWAA is not a consulting agency and does not provide remediation services or detailed technical guidance. The responsibility to resolve violations remains with the institution.
3. Federal Complaint Filing and Investigation
If a library fails to acknowledge or take corrective action within a consistent and reasonable timeframe following formal notice, PLWAA may proceed with a complaint to the U.S. Department of Education’s Office for Civil Rights.

  • Complaint Filing: Supported by documented, verified evidence
  • Federal Investigation: May result in a Resolution Agreement or formal enforcement action
