Library Web Accessibility Index

A PLWAA Digital Accountability Project

PLWAA is currently launching the Library Accessibility Index, a project dedicated to testing library systems across all 50 states. We are systematically cataloging these results to build a national record of digital compliance and institutional accountability.

This Index serves as the central repository for this research, providing a transparent, verifiable record of institutional digital accessibility. It is designed to specifically identify where technical barriers continue to exist in violation of mandates under ADA Title II and Section 504.

By documenting specific, observable WCAG failures, the Index provides the transparency necessary to drive remediation and ensure that public library services remain open to all community members.

The Index is currently in the final verification phase. Data for hundreds of jurisdictions is being processed to ensure every documented observation is verified, reproducible, and ready for the public record.
